The contract involves the development and sustainment of the Sustainment Management System (SMS) Assembly, with a focus on utilizing the Government's Micro-Computer Aided Cost Estimating System 2nd Generation (MII) software to create over 4,200 project item assemblies related to asset component replacements. The scope includes all necessary labor and supervision to build these assemblies from construction tasks, either from existing MII Cost Book data or through custom development when required. The contract is set aside exclusively for small businesses under the SBA's total small business set-aside program, with the solicitation issued by the Department of the Army’s W2R2 Construction Engineering Labor office in Champaign, Illinois. The response deadline is August 21, 2025, and all technical questions must be submitted via email at least five days prior to the proposal due date to ensure proper consideration. Amendments to the contract include updates to the Performance Work Statement (PWS), specifically revising certain subparagraphs and evaluation criteria to clarify government requirements, as well as extending the period of performance. The first amendment addressed errors in Appendix A of the PWS to ensure completeness and compliance with FAR regulations, allowing the government to make necessary clarifications and corrections. These revisions aim to improve understanding and ensure the solicitation accurately reflects the government’s expectations. All communications, including questions and proposal submissions, are to be directed via email, with responses made available through SAM.gov, emphasizing a streamlined and transparent process.
