Sustainment Support (Repair, Spares, and Engineering Services) for AN/GSM-397 Electronic Systems Test Set Interface Test Adapter Support

The U.S. Air Force, through the Air Force Sustainment Center at Robins Air Force Base, Georgia, is conducting market research to identify qualified sources capable of providing repair, manufacturing, sustaining engineering, program management, and related support for the AN/GSM-397 Electronic Systems Test Set Interface Test Adapters and associated components used on the F-15 aircraft. This effort is not a solicitation for contract award but a Request for Information designed to assess industry capabilities, with no payment expected for responses except as allowable under independent research and development cost provisions. The Government holds Design Authority and Document Change Authority but lacks proprietary technical data, software, source code, drawings, schematics, and depot-level test procedures necessary to perform the work independently, making contractor access to such data essential. The current sustainment is performed under a sole-source subsumable contract under DLA’s Captains of Industry vehicle, which expires in September 2028, and this RFI aims to inform future procurement strategies by evaluating the availability of commercial and non-commercial vendors. Respondents must demonstrate expertise in production, repair, surge capacity, software sustainment, cybersecurity compliance—including DFARS 252.204-7012, NIST SP 800-171, and CMMC Level 2 or higher—and quality systems aligned with ISO 9001 and AS9100, along with proven experience in DMSMS mitigation and counterfeit parts prevention. Technical and programmatic capability must be evidenced through detailed responses addressing workforce planning, organizational structure, supply chain resilience, and prior performance on similar sustainment efforts involving complex electronic test systems. All submissions must be sent via email to the designated points of contact by June 18, 2026, and must include business information such as CAGE code and socioeconomic status, as well as disclosure of any teaming arrangements or dependencies on original equipment manufacturers. Attachment 1 provides a forecasted list of NSNs for items requiring support through fiscal years 2029 to 2038, though no pricing, CLINs, or contract value estimates are available, and samples are not provided for evaluation. The primary place of performance is Robins Air Force Base, with inspection and acceptance expected to occur at that location.
