The Government is conducting market research to identify potential sources capable of providing repair, manufacturing, sustaining engineering, program management, and related services for the AN/GSM-397 Electronic Systems Test Set (ESTS) Interface Test Adapters (ITAs) and associated components supporting the F-15 aircraft.


The current Air Force strategy utilizes a sole source subsumable contract under the Defense Logistics Agency (DLA) Captains of Industry (COI) contract vehicle, SPE4AX-18-D-9443. The current Air Force subsumable contract, FA8524-20-D-0011 expires 9 September 2028.


The Government possesses Design Authority and Document Change Authority; however, the Government does not possess the proprietary technical data, software, drawings, schematics, source code, interface documentation, or depot-level test procedures necessary to independently perform this effort.


The Government is conducting market research to determine the availability of commercial and non-commercial capabilities in support of this requirement.


Attachment 1, 409th_RFI_List_of_NSNs, identifies the currently forecasted items associated with this effort. The list is subject to change.


Samples are not available for evaluation.


The Contractor shall furnish all material, support equipment, tooling, software, test equipment, engineering support, and services required to perform this effort. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Independent research and development and bid and proposal cost, of the Revolutionary Federal Acquisition Regulation Overhaul.
