Sustainment Support (Repair, Spares, and Engineering Services) for AN/GSM-397 Systems

The Government is conducting market research to identify capable sources for sustainment support of the AN/GSM-397 Electronic Systems Test Set used on the F-15 aircraft, encompassing repair, manufacturing, sustaining engineering, software support, program management, and related services. The current sustainment effort is executed under the sole-source DLA Captains of Industry contract SPE4AX-18-D-9443 via the expiring Air Force contract FA8524-20-D-0011, which terminates on 9 September 2028. Despite retaining Design Authority and Document Change Authority, the Government lacks access to proprietary technical data, software, source code, schematics, and depot-level test procedures necessary to perform the work independently, making contractor expertise essential. Respondents are expected to demonstrate capability in repair throughput, surge capacity, obsolescence management, commercial-off-the-shelf and nondevelopmental item sourcing, cybersecurity compliance with DFARS 252.204-7012 and NIST SP 800-171, CMMC certification status, and quality management systems aligned with ISO 9001 and AS9100. All materials, tooling, test equipment, software, and engineering support must be furnished by the contractor, and responses must address specific capability areas including transition planning, supply chain risk mitigation, and commercial pricing models. The National Stock Numbers and associated part numbers for forecasted items are detailed in Attachment 1, 410th_RFI_List_of_NSNs, which is subject to change. No samples are available for evaluation, and the RFI is strictly for market research—no contract will be awarded based on responses, nor will compensation be provided for submitted information except as an allowable cost under future contracts under FAR 31.205-18. Submissions must be emailed to Leigh Ann Taylor and Twyla Robertson by 10 June 2026, and respondents are required to provide their CAGE Code and socioeconomic status, though formal certifications or award criteria are not yet established. The designated place of performance is Robins Air Force Base, Georgia, and the Government anticipates future award through an IDIQ vehicle under the DLA Captains of Industry contract program.
