SV-26.2 Peru – Chemical Latrines and Hand-Washing Stations

The contractor is required to provide chemical latrine and hand-washing station services in Sauce, Peru, during the period of 1 to 25 September 2026, as specified in Table 1 and Attachment 3 of the Performance Work Statement. All services—including delivery, placement, daily cleaning, sanitation, waste removal, water replenishment, and minor repairs—must be performed daily between 8:00 AM and 5:00 PM, with strict compliance to quality standards that require 100% adherence for key deliverables such as unit setup, supply levels, and security, except for cleaning and sanitation operations, which allow no more than one deficiency per week. The contractor must supply each unit with liquid soap containing a 5% chlorine solution, a dispenser, and a minimum of four rolls of two-ply toilet paper upon delivery, and maintain all environmental permits under Peru’s Environmental Protection and Management Act (Laws 28611 and 1278). The contract is a firm-fixed-price, non-personal services agreement issued as a Request for Quotation under solicitation number W912CL-26-Q-A032, with awards made on a Lowest Price Technically Acceptable basis, where technical acceptability and past performance are mandatory pass/fail gates that must be met regardless of price.
