Swabbing Services - Gas Production

The City of Medicine Hat has issued Request for Proposals CMH26-104 for swabbing services for sweet shallow gas well optimization on an as-required basis. The scope of work involves performing swabbing operations on wells with depths between 300m and 600m, primarily located in the NW and NE Medicine Hat area. The successful contractor must be capable of swabbing 10 to 12 wells per day when in close proximity and provide detailed operational documentation. The contract is a unit price agreement with an initial one-year term and potential extensions for up to four additional years, totaling a maximum duration of five years. Proponents must meet mandatory requirements, including a compliant status with ComplyWorks linked to the City of Medicine Hat and adherence to technical specifications in Appendix D. Evaluation is based on a ranking system combining pricing, which accounts for 50 points, and the acceptance of the Articles of Agreement as is. The top-ranked proponent will enter direct negotiations to finalize the contract. Key operational requirements include using secondary containment dishes and tarps, adhering to Alberta Occupational Health and Safety and Worker's Compensation Acts, and maintaining a valid City of Medicine Hat business license. Payment terms are net 30 days from the receipt of an invoice.
