Swayne Field Food Hub Pilot Project

The City of Toledo’s Department of Housing & Community Development is seeking a qualified vendor to plan, launch, operate, and evaluate a ten-week pilot pop-up produce market at the Swayne Field redevelopment site during Summer/Fall 2026. The initiative aims to enhance community access to affordable, fresh, and healthy food while transforming the site into a vibrant neighborhood gathering space. The selected vendor must demonstrate proven expertise in food distribution, food safety, site operations, staffing, merchandising, payment processing—including SNAP/EBT acceptance—and pilot performance reporting. All operations must adhere to federal, state, and local food safety standards including HACCP, GMP, and cold-chain integrity, with comprehensive documentation such as a Food Safety Plan and incident response procedures required. The contract is structured as a professional services agreement ending December 31, 2026, with performance centered entirely at the Swayne Field location in Toledo, Ohio. Proposals must be submitted electronically via PlanetBids by August 4, 2026, and include a complete technical response covering background experience, project understanding, staffing, schedule, DBE participation, and cost. Evaluation is point-based, with the highest-scoring proposal awarded based on a best-value trade-off approach weighing experience, performance, fee, and local familiarity equally with operational plan quality. Mandatory pre-award documentation includes a W-9, insurance certificate naming the City as additional insured with specified coverage limits, Worker’s Compensation proof, Debarment Certification, EEO Compliance, Living Wage Affidavit, and multiple municipal forms including Vendor Registration, Business Tax Registration, and a notarized Child Support Affidavit. Insurance requirements are strict, mandating $2 million general aggregate, $1 million professional liability, and $5 million umbrella coverage, with policies must be primary, non-contributory, and include defense costs in addition to limits. The City reserves the right to suspend work, withhold payments, or terminate for noncompliance.
