AI Contract Overview
The National Oceanic and Atmospheric Administration (NOAA) intends to award a sole-source, firm-fixed-price purchase order to Echoview Software PTY, LTD for the continued acquisition of Echoview Maintenance and Technical Support software licenses and services critical to oceanographic and acoustic data processing at the Southwest Fisheries Science Center. The contract will cover one base year and four option years, extending from 2026 through 2031, to ensure uninterrupted functionality of specialized software modules including Habitat Classification, Multibeam Fish Tracking, Essentials, Survey Suite, Automation, Advanced Operators, and School Detection. These licenses—#EV0547, #SFSC-4L1, and #SFSC-6—are uniquely customized to maintain compatibility with over three decades of historical fisheries data, and no other vendor can provide equivalent support due to proprietary system integration and exclusive licensing rights. This procurement is justified under 41 U.S.C. 3304(b)(2) and FAR 6.102(d)(2) as a sole source acquisition with no set-aside, recognizing Echoview as the only responsible source capable of delivering the required technical maintenance and software updates. Capabilities statements from potential respondents are required to demonstrate technical and cost capability through detailed submissions sent exclusively via email to Madison Vogeler and Aakanksha Bhargava at NOAA by 1300 Eastern Time on May 19, 2026. Attachments must be under 20 MB in total and formatted as Microsoft Word or Adobe PDF files, with the subject line precisely formatted as “143051-26-0030 - SWFSC Echoview Software Licenses.” The place of performance is La Jolla, California, and while no formal evaluation factors, inspection criteria, or contract clauses are specified, acceptance will rely on operational necessity, historical use, and technical compatibility rather than competitive review. Payment, invoicing, and accounting details are not outlined, and no CAGE code, UEI, or socioeconomic certifications are required from the vendor. All correspondence must be directed to the designated NOAA point of contacts, and offerors must confirm receipt prior to the deadline, as only submissions meeting these requirements will be considered for award.
