This is a combined synopsis/solicitation for commercial products prepared in accordance with the procedures in RFO Part 12. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


The 412th Test Wing at Edwards Air Force Base, CA has a requirement for two (2) complete Short-Wave Infrared (SWIR) Camera Systems for the Radiometric Analysis and Measurement System (RAMS). This equipment is critical for real-time daytime tracking and radiometric scoring of lasers against bright, high-desert solar backgrounds.


This requirement is a 100% small business set-aside. All responsible small businesses may submit a quote, which shall be considered by the agency.


Description of Requirement:
The Government intends to award a Firm-Fixed-Price contract for two (2) SWIR camera systems, including cameras, lenses, and optical filters. The detailed technical requirements are specified in the attached Statement of Need (SON) (Attachment 1).


Evaluation:
Award will be made on a Streamlined Best Value / Tradeoff basis. The Government will evaluate proposals based on two factors: (1) Technical Capability and (2) Price, with Technical Capability being approximately equal to Price. The Government reserves the right to make an award to other than the lowest-priced offeror if the technical superiority of a higher-priced system warrants the additional cost. See the attached solicitation document for the full text of the evaluation factors (RFO 52.212-2).

Offerors must submit the following with their quote:


  1. Completed and signed solicitation document.

  2. A detailed technical specification sheet for the proposed product(s).

  3. Proof of Authorized Reseller/Distributor status from the Original Equipment Manufacturer (OEM).
