Notice of Intent to Sole Source Edwards Telemetry Security Supplies & Services
Solicitation # FA930226R0007
The Department of the Air Force, Air Force Test Center, 412th Test Wing, intends to award a sole-source, Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity contract to L3 Technologies, Inc. for the procurement of National Security Agency (NSA) Type 1/High Assurance Device secure telemetry products and associated engineering services. This acquisition is critical for encrypting and protecting classified flight test data for the Air Force, Missile Defense Agency, NASA, and other joint mission partners. The contract, identified as FA930226R0007, has an estimated ceiling of 95.8 million dollars and a total performance period of ten years, consisting of a five-year base ordering period starting September 30, 2026, and one five-year option period. Executed under the statutory authority of 10 U.S.C. 3204(a)(1), the award is based on L3 Technologies being the only responsible source possessing the proprietary data rights and mandatory NSA Type 1 certifications. The scope includes the delivery of specialized hardware such as the ADU-1000, ISM-1000, and MAEU, as well as repair and upgrade services for legacy systems. All products must adhere to strict security and technical standards, including MIL-STD-461 for EMI/RFI and NSTISSAM TEMPEST/1-92. Due to the high cost of duplication and the three-to-five-year timeline required for new vendor certification, the government has determined that competition is not feasible and would pose an unacceptable risk to mission-critical programs like the B-21 and F-35.
