SWR - 2026 - 2028 Unit Price Asphalt and Concrete Restoration Contract

The contract is a unit-price agreement for asphalt and concrete restoration services to support water infrastructure activities within Snohomish County PUD’s service area, with an estimated value of $300,000 and a performance period extending from the notice to proceed date through the end of 2028. Contractors must be registered on the District’s Small Works Roster in one of three categories—Asphalt Paving, Concrete Construction, or Water Main Extensions/Replacements—and must possess a current Washington contractor’s registration under chapter 18.27 RCW, a valid Unified Business Identifier (UBI), worker’s compensation coverage, employment security and excise tax registrations, and must not be debarred from public contracting. Bidders must demonstrate experience completing five similar public works projects in public right-of-ways within the last five years and must submit documentation proving the availability of qualified personnel and equipment. All work involves restoration following water line installations, repairs, and emergencies, requiring the full provision of labor, materials, equipment, transportation, fuel, and incidentals. Scope includes excavation, backfill, compaction, asphalt and concrete paving, crushed surfacing, controlled density fill, restored drainage, curb and gutter, detectable warning surfaces, erosion and sediment control, dust and mud abatement via street sweeping, and proper disposal of waste materials at approved sites. Work is executed via individually issued Work Request Forms that specify start and completion dates, and all modifications must be processed through formal Change Order Proposals submitted within seven days of discovery. Invoicing is unit-based and must include detailed quantities per sales tax jurisdiction, with draft invoices routed to the Project Leader for review before submission to Accounts Payable. Payments are contingent upon approved Intent to Pay Prevailing Wage forms and final Affidavit of Wages Paid documentation. The contractor must comply with prevailing wage rates, Washington’s minimum wage law, OSHA/WISHA standards, EPA and Puget Sound Clean Air Agency regulations, the Construction Stormwater General Permit, and must site a DOE-certified CESCL inspector for water quality protection. All disturbed facilities—including driveways, mailboxes, fencing, landscaping, and catch basins—must be restored to pre-construction or better condition. The District retains sole authority to determine acceptability of all work and will conduct compaction testing at the contractor’s expense if standards are not met.
