THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed Price (FFP) sole-source contract to L3Harris Technologies, Clifton, New Jersey. This contract will be for the procurement of spare Generation 2 Digital Receiver/Technique Generator (DRTG2) retrofit kits to enable the upgrade of current ALQ-214(V)4 spares inventory to the ALQ-214A(V)4 configuration.


NAVAIR intends to procure retrofit kits comprised of DRTG2 Shop Replaceable Assemblies (SRAs) and Switch Board Assemblies (SBAs). This effort also includes associated Contract Data Requirements Lists (CDRLs). This contract is planned to contain a base year and two option years and is intended to satisfy requirements for Fiscal Year (FY) 2027 through FY 2029. The anticipated award date is March 2027.


The Government intends to solicit this effort on a sole source basis to L3Harris Technologies, in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." L3Harris Technologies is the sole designer, developer, and producer of the ALQ-214 system. As such, they are the only responsible source that possesses the technical data and requisite knowledge required to meet the Government's requirement.


THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Craig Hayden at craig.s.hayden2.civ@us.navy.mil. Responses to this notice must be submitted by 30 June 2026. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement.
