SP4701-26-R-0002 -RFP-ERP Cloud Hosting and Subscription Licenses with Managed Services

The Defense Logistics Agency is seeking to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract for SAP RISE Cloud Hosting, Subscription Licenses, and Managed Services to support its mission-critical ERP platform, with a maximum ceiling of $903 million over a seven-year period including a base year and six one-year option periods. The acquisition is structured as a sole source procurement under FAR 6.302-1, authorized by 10 U.S.C. 3204(a)(1), recognizing SAP as the exclusive provider capable of delivering native integration with DLA’s existing SAP systems without requiring costly re-engineering. Services include full lifecycle management, security scanning, compliance monitoring, incident response, and 24x7x365 business support, with performance measured against strict service level agreements requiring 99.9% uptime for production systems and defined response and resolution timelines for service requests categorized by priority. The contractor shall provide a fixed-rate Initial Rate Card detailing all service charges, with pricing governed under a firm-fixed-price model and a Commit-to-Consume option for certain cloud services, while multi-tenant cloud offerings are restricted to fixed-price structures. Deliverables are tied to measurable outcomes including incident resolution compliance, system availability, and audit-ready logging, with service credits applicable for failure to meet the production uptime target. Performance will occur primarily at the contractor’s site, with all operations aligned to DLA’s policy framework and security standards. Amendments have extended key submission deadlines through March 2026, with proposals due by 12:00 PM EST on March 11, 2026, via the DoD SAFE Drop-Off Request portal, and offerors must formally acknowledge receipt of all amendments to avoid rejection.
