AI Contract Overview
The Defense Logistics Agency (DLA) is soliciting proposals for an Indefinite Delivery Indefinite Quantity (IDIQ) contract titled SP4701-26-R-0002 to provide SAP National Security Services (SAP NS2) RISE Cloud Hosting, Subscription Licenses, and Managed Services supporting DLA’s mission-critical SAP Enterprise Resource Planning (ERP) platform. The contract is structured for a base period of 12 months with six one-year option periods, spanning a total potential of seven years and a ceiling value of approximately $903 million. Services encompass cloud hosting environments authorized at FedRAMP Impact Level 4, including Sandbox, Development, System Test, Staging, Production, and High Availability/Continuity of Operations, delivered exclusively via a Software-as-a-Service (SaaS) model. The procurement is sole-sourced under FAR 6.302-1 due to SAP NS2's unique capabilities, infrastructure certifications, and proprietary licensing which are essential for handling sensitive DoD data and meeting stringent security and compliance standards such as NIST and FISMA. The contract emphasizes high availability and performance, mandating a minimum of 99.9% uptime for production environments and 95% for non-production systems, backed by detailed Service Level Agreements. Managed services responsibilities include environment planning, incident management with defined response times, security compliance, and monthly performance reporting to ensure continuous operational readiness. The contract incorporates both a Commit-to-Consume (C2C) pricing model and a Fixed Price model for SAP NS2 RISE Cloud Services, while Multi-Tenant Cloud Services are procured exclusively under Fixed Price terms. All performance and delivery efforts occur primarily at the contractor’s site under a rigorous service framework. The solicitation outlines clear submission deadlines with allowances for amendments to proposal timelines and requires offerors to submit through designated mechanisms such as the DoD SAFE platform. This acquisition supports DLA’s goal to sustain and secure its ERP operations on a cloud platform uniquely tailored to national security requirements, where no alternative commercial provider meets the integrated technical and security criteria mandated.
