The contract involves the recurrent bulk procurement of various aviation and naval fuels for the Inland, East, and Gulf Coast regions under an Indefinite Delivery/Indefinite Quantity, Fixed Price with Economic Price Adjustment framework. The government may award contracts of three different durations—1 year, 2 years, or 5 years—based on evaluation of offers, with ordering and delivery periods aligned respective to each term, each allowing a 30-day carryover to complete deliveries of orders placed before the end of the ordering period. Delivery methods include tanker, barge, truck, railcar, and pipeline. The estimated quantities span several fuel types including JP8, JP5, JAA aviation fuels, and F76 naval distillate, with volumes ranging from hundreds of millions to several billion US gallons depending on contract length. Approximately 42.67% of the total procurement is set aside for small businesses, reflecting a partial small business set-aside under FAR 19.5. Solicitation details and documents are made available through the FedBizOpps website, with notifications sent to firms on the solicitation mailing list. Interested parties must submit proposals as per the Offer Submission Package instructions to be considered for award. The contracting office is located at Fort Belvoir, Virginia, with Chihwei Liu serving as the primary contract specialist contact for inquiries and submission coordination.
