The Naval Information Warfare Systems Command (NAVWAR), supporting the Program Executive Office for C4I, International C4I Program Office, plans to issue a sole source contract to Data Link Solutions, LLC (DLS) to provide intermediate-level maintenance for Multifunctional Information Distribution Systems Commercial Low Volume Terminals used in the Syun An program for Taiwan under Foreign Military Sales. This contract involves in-country Field Service Engineer support at Taiwan's Joint Information Operation Center, including inspection, testing, repair of failed terminals, and submission of maintenance reports. The maintenance and repair work is uniquely required to be performed by DLS as the original equipment manufacturer, which makes them the only responsible source capable of providing these services. The contract is expected to have a base period of three years with two additional one-year option periods. The procurement authority cited permits issuing this contract on a non-competitive basis due to the sole source condition. The effort supports a tactical data information link and command and control interoperability system, emphasizing the critical nature of OEM-specific maintenance capabilities. Interested parties were invited to respond within five calendar days of the notice, although this announcement is not a request for competitive proposals. The North American Industry Classification System code assigned to this requirement is 811213, covering automotive repair and maintenance services, indicating the specialized technical maintenance focus of the contract.
