Synopsis to Increase Capacity of the Architect-Engineering (A-E) Services Indefinite Delivery Contract (IDC) for Department of Defense (DoD) facility design and engineering requirements in Germany, Poland, Czech Republic, Belgium, the Netherlands and Luxembourg. Agency/Office: US Army Corps of Engineers Location: USACE NAU, Wiesbaden, DE Title: Synopsis to Increase Capacity of the Architect-Engineering (A-E) Services Indefinite Delivery Contract (IDC) for Department of Defense (DoD) facility design and engineering requirements in Germany, Poland, Czech Republic, Belgium, the Netherlands and Luxembourg. This synopsis publicizes the intentions of the U.S. Army Corps of Engineers, Europe District (NAU), to increase the capacity of the Architect-Engineering (A-E) Services Indefinite Delivery Contract (IDC) for Department of Defense (DoD) facility design and engineering requirements in Germany, Poland, Czech Republic, Belgium, the Netherlands and Luxembourg, on the basis of there being only one responsible source and no other supplies or services will satisfy agency requirements IAW 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2)(iii)(B). This J&A for capacity increase of $99.1M from $248.6M to $347.7M serves as a "bridge" to the replacement contract that is scheduled to be awarded in summer of 2024. The purpose of the A-E Services IDC is to provide Architecture-Engineering services for Department of Defense facility design and engineering requirements within the USACE Europe District's Area of Responsibility, specifically within Germany, Poland, Czech Republic, Belgium, the Netherlands and Luxembourg. The A-E services IDC continues to support the European Deterrence Initiative, Military Construction, Army Family Housing, Polish Provided Infrastructure, Special Operations Forces Baumholder and Operations and Maintenance Programs throughout Europe. In order to accomplish these objectives, the programs rely on the A-E Services IDC pool of six total contractors. The ordering period for the A-E Services IDC continues through 28 March 2024, but the shared $248.6M capacity will be exhausted in the 4th quarter of Fiscal Year 2023. For this reason, the Government has a continued need to utilize the A-E Services IDC and is seeking approval via J&A (RFQ # PANNAD-23-P-0000-TBD, Control # CENAU-23-TBD) to increase the overall dollar threshold by an additional $99.1M, increasing the current capacity of $248.6M to $347.7M. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a written solicitation will not be issued; however interested parties may submit feedback and/or questions to Adam Sunstrom by email at Adam.R.Sunstrom2@usace.army.mil no later than 1230PM Central European Summer Time (CEST) 8 August 2023. Oral communications are not acceptable in response to this notice.
