The US Army Medical Research Acquisition Activity (USAMRAA) plans to negotiate a sole source contract with ProLabs for the purchase of a Sysmex Pochi Hematology System designed to meet operational needs outside the continental United States. This system is specifically valued for its ability to work with very small blood sample volumes, rapid processing time of approximately three minutes per sample, and secure data storage capabilities for up to 100 samples. The closed tube design enhances safety by minimizing exposure to infectious agents, an important feature given its intended use on-site in the Democratic Republic of Congo. The hematology system will support the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, emphasizing its critical role in infectious disease research and monitoring. ProLabs is uniquely qualified to supply this system due to its comprehensive range of testing parameters that include various blood cell counts and indices in both whole blood and pre-diluted modes, allowing for accurate and efficient hematological analysis. The government is issuing this notice of intent under authority 41 U.S.C. 253(c), indicating a sole source procurement without a formal solicitation package or competitive bidding process. However, the government will consider any responses submitted by September 24, 2008, although the decision to pursue competitive procurement remains at the government’s discretion. This acquisition falls under NAICS code 339113, which covers surgical appliance and supplies manufacturing.
