Full Description
The Portfolio Acquisition Executive (PAE) Maritime, Deputy PAE Modernization and Sustainment intends to issue, on a sole source basis, a Request for Proposal (RFP) to Fairbanks Morse Defense (FMD), LLC, 701 White Ave, Beloit, WI 53511, for the accomplishment of system engineering services, maintenance, material, and repair and overhaul of Welin Lambie boat davit systems. These efforts include, but are not limited to:
- Conduct visits to verify/assess system configuration and condition
- Perform repairs to and/or overhauls
- Perform troubleshooting to diagnose, isolate and correct problems and provide recommendations on problem resolution and prevention
- Provide remote (via telephone) technical support
- Provide repair parts as required to support repair and technical efforts
- Provide technical assistance in support of davit installations
- Provide spare parts listed in Attachment J2- Spare Part Price List
- Provide classroom and/or onboard operational and maintenance training
- Provide technical documentation, such as drawings, test and inspection procedures, technical manuals, as well as revisions/changes to technical documentation
The contract will be awarded pursuant to statutory authority of 10 U.S.C. 2304(c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. The anticipated contract award date will be Q2 FY27 and the period of performance will consist of a base year and four option years.
Welin Lambie is the original designer, developer and manufacturer of Welin Lambie FAO 10A, LUM 12A, PIV3.6E, and UDTD 3.2A boat davits installed on CVN-78, LHD, LSD, and LCS-2 variant class ships. Design of these boat davit systems was accomplished by Welin Lambie and all the detailed design information, which includes manufacturing procedures and methods, component performance, manufacturing tolerances and assembly, inspection and testing techniques and procedures, was developed by Welin Lambie. In December 2021, FMD acquired Welin Lambie. FMD is the only responsible source to furnish the required services, materials, repairs, and support.
