THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. Per FAR 52.215-3. (a) The Government does not intend to award a contract on the basis of this Request for Information (RFI) or otherwise pay for the information solicited. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue an RFP or RFQ. Furthermore, those who respond to this RFI should not anticipate feedback regarding its submission. This RFI does not commit the Government to contract for any supply or service. DLA Contracting Services Office (DCSO-R3) is not currently seeking proposals. DCSO-R3 will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future RFP or RFQ. DCSO-R3 reserves the right to cancel the RFI process at any time. All responses to this RFI become the property of the Federal Government and will not be returned.
Background & Scope: Defense Contracting Services Office (DSCO-R3) is seeking information from potential sources capable of providing comprehensive furniture maintenance, repair, reconfiguration, interior design, and inventory storage services at the Andrew T. McNamara Headquarters Complex (HQC) in Fort Belvoir, VA.
The HQC utilizes modular commercial systems furniture and freestanding furniture. The existing environment is primarily equipped with products manufactured by Steelcase, as well as David Edward, NuCraft, Arnold, BodyBuilt, HumanScale, Peter Pepper Products, Sit On It Seating, Egan Visual, Trinity Furniture, and Cabot Wrenn.
To maintain compatibility interoperability, aesthetics, and functionality with the existing office environment, the Government is seeking contractors capable of providing furniture manufactured by Steelcase, as well as David Edward, NuCraft, Arnold, BodyBuilt, HumanScale, Peter Pepper Products, Sit On It Seating, Egan Visual, Trinity Furniture, and Cabot Wrenn and are capable of providing OEM furniture, replacement components, installation, and related services.
The anticipated period of performance is a one (1) year base period with four (4) one-year option periods.
Manufacturer Authorization
The Government is specifically seeking responses from contractors that are:
- Currently authorized Steelcase dealers, distributors, or resellers.
- Authorized to sell, install, and provide warranty services for Steelcase furniture and components.
- Capable of providing original equipment manufacturer (OEM) products and replacement components.
- Capable of integrating new furniture with the Government’s existing Steelcase inventory.
Contractors authorized to provide products from the additional manufacturers identified above are encouraged to identify those authorizations as well.
Overview of Requirement: A draft Performance Work Statement (PWS) is provided as an attachment.
Proposed NAICS Code: The proposed North American Industry Classification System (NAICS) Code 337214 for Office Furniture (except Wood) Manufacturing. (NAICS code is provided for market research purposes only and may change prior to any future solicitation)
KEY CAPABILITY REQUIREMENTS
To successfully perform this requirement, a contractor must demonstrate the capability to meet the following critical elements:
- Brand Compatibility: Provide commercial furniture, components, and replacement parts that are 100% physically, mechanically, and electrically compatible with the existing OEM footprint listed above, ensuring no invalidation of existing manufacturer warranties.
- Logistics & Storage: Provide and manage approximately 30,000 square feet of secure, climate-controlled commercial storage space within a 75-mile radius of Fort Belvoir, VA. The contractor must have the logistical capability to successfully transition and inventory all existing DLA furniture from the incumbent's facility to their proposed facility within the first 90 days of contract award.
- Specialized Personnel: Provide qualified personnel, including an Project Manager with a minimum of 5 years of experience in the layout, specification, and installation of complex commercial-grade modular systems furniture and a Interior Designer possessing a bachelor's degrees (for the designer) with a minimum of 5 years of experience in the layout, specification, and installation of complex commercial-grade modular systems furniture. Both need to are 100% in person positions to the McNamara Headquarters Complex (HQC).
Capability Statement Requirements
Interested parties shall submit a capability statement that includes, at a minimum:
- Company name, address, UEI, CAGE code, and business size.
- Primary point of contact.
- Business socioeconomic status (e.g., Small Business, HUBZone, 8(a), WOSB, SDVOSB, etc.)
- Evidence that the company is a current authorized Steelcase dealer or reseller, including documentation or certification from the manufacturer, if available.
- Description of the firm’s experience providing modular commercial systems furniture and freestanding furniture to Federal, State, or commercial customers.
- Description of installation, reconfiguration, relocation, and project management capabilities.
- Geographic areas serviced.
- Warranty and post-installation support capabilities.
- Ability to provide OEM replacement parts and components compatible with existing Steelcase systems.
- Description of any value-added services, including inventory management, furniture planning, CAD/design services, space planning, and lifecycle support.
- Examples of similar projects performed within the last five years, including customer, contract number, contract value, description of work, and period of performance.
