This effort is neither a competitive nor fixed-price award. This procurement is a negotiated sole source procurement under Federal Acquisition Regulation (FAR) Part 15. Justification and Approval (J&A) # 19,024 was signed by the MCSC Competition Advocate on 25 October 2018 and is attached. The contract type for this effort is a term CPFF task order with a three month base period and four one-year option periods on General Services Administration's (GSA) One Acquisition Solution for Integrated Services (OASIS) Small Business (SB) multiple award, IDIQ Pool 4, Engineering contract. The task order describes the scope of work in general terms and obligates the contractor to devote a specified level of effort for a stated time period. A term CPFF task order is suitable for this effort because the work, or specific milestones for the work, cannot be defined well enough to permit development estimates within which the contractor can be expected to complete the work. The requirements are highly variable, therefore, the level of effort is difficult to define sufficiently to support a firm-fixed-price task order. Cost CLINs are used for travel, other direct costs (ODCs) and for the OASIS SB contract access fee.
