THIS IS A SOLE SOURCE REQUIREMENT



This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This is also in accordance with RFO 12.102(a), RFO 12.202(b) and RFO 5.101(b)(1)(i). This solicitation is issued as a Request for Quote (RFQ), solicitation number FA462526Q1032 for T-38 Virtual Reality Part Task Trainer (VRPTT) Maintenance at Whiteman AFB.



This acquisition is not set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.



The North American Industry Classification System (NAICS) code for this acquisition is 541511. For the purpose of this procurement the small business size standard is $34M.



This requirement is for repair and maintenance on the T-38 VRPTT system and equipment in accordance with the attached Performance Work Statement (PWS) dated 23 April 2026. The service will be for a base period of one-year with four one-year option periods and one six-month option period following.



The place of performance is building Whiteman AFB, MO 65305, 13th Bomb Squadron. The FOB point is the destination.



In accordance with the RFO 12.102(a) only one source is available, and the intended awardee will be CAE USA, Inc. CAE USA, Inc. is the developer of the proprietary source code integral to the operation of the T-38A VRPTT. While the Government owns the hardware and the executable software, it does not possess the underlying source code required to implement critical software modifications and modernization updates. CAE USA, Inc. has not issued any licenses or rights to work on the proprietary source code to other companies. Therefore, only CAE USA, Inc. possesses the specialized technical capability and proprietary data required to sustain, maintain, and modernize the VRPTT.

THIS IS A SOLE SOURCE REQUIREMENT



Any quote shall be valid for a period of 90 days. Your quote should demonstrate your ability to meet the requirements as outlined in the attached Performance Work Statement. Quotes shall include the following:


• A completed version of the attached Bid schedule with associated prices (a company’s price list can be used in lieu of the attached Bid Schedule)


Quotes shall be e-mailed to the following e-mail addresses: justin.mccoy.4@us.af.mil and lynn.duchene@us.af.mil. Quotes must be sent to both e-mail addresses and include the RFQ number in the subject. Quotes must be received NLT Wednesday 19 August 2026 at 12:00 PM Central Time.



Discussions: The government intends to award a purchase order without discussions with respective vendors/quoters. The government, however, reserves the right to request clarifications if deemed in its best interest.



The Government reserves the right to cancel this RFQ, either before or after the closing date. In the event the Government cancels this RFQ, the Government has no obligation to reimburse a vendor for any costs.



Prospective offeror must be registered and have an active status in the System for Award Management (SAM) (www.sam.gov) in order to be eligible for award. Awardee will be required to complete applicable CMMC certification upon award per attached clauses if not already completed. CMMC Level 1 (self) is required.
