The Social Security Administration (SSA) conducted a Competitive Sourcing Study under OMB Circular A-76 to determine the most cost-effective method for performing the editing of research, analysis, and statistical content produced by the Office of Policy for various publications. The study, which began on March 28, 2007, involved 3.25 full-time government employees who were the incumbent service providers. After evaluation, the performance decision was certified on February 27, 2008, selecting the Agency Provider as the low-cost provider to continue these editorial services, with no solicitation issued as a result. A Letter of Obligation will be awarded to the Agency Provider for this work. The responsibility for oversight and contract management lies with the Contracting Officer, Jacqueline R. Lessig, and the Competitive Sourcing Official is Mary Glenn-Croft. The competition was classified as a Total Small Business Set-Aside under NAICS code 711510, and all communications regarding this decision must be directed exclusively to the designated Contracting Officer via email. The project is associated with the SSA’s Office of Policy, Division of Information Resources, headquartered in Baltimore, Maryland.
