T -- Environmental Health Information Services for the NIEHS

The National Institute of Environmental Health Sciences (NIEHS)intends to negotiate on a sole source basis with Brogran and Partners Advertising Consultancy d/b/a Brogan and Partners Convergence Marketing, Inc. to maintain the revenue-generating environmental health information service for the NIEHS. The contractor shall be responsible for providing market research, marketing, and sales of the Environmental Health Perspective Journal (EHP); EHP production, EHP Desktop Publishing, and all Internet Publishing; Translation of EHP articles into Chinese; and printing and distribution of the EHP. The anticipated period of performance shall be for a period not to exceed nine months. It is anticipated that the performance period will consist of a six month base and three one-month option extensions which shall begin on January 1, 2008 and with options to continue until September 30, 2008 to allow time to re-compete services. This is a notice of intent and not a request for competitive proposals. This action is under authority of 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1 and HHSAR 306-302-1. Only one responsible source and no other supplies or service will satisfy agency requirements. Inherent duplication of cost to the Government and delays in service do not make competition feasible for the extension.
