The acquisition is exclusively set aside for 100% small business concerns under NAICS code 561210, with no discussions planned unless the government determines otherwise. The selection will be based solely on the lowest price to the government, with award made to the technically acceptable offeror submitting the most competitive price. All work must comply with manufacturer specifications, OSHA standards, EM 385-1-1 safety guidelines, and applicable federal, state, and local codes, including the installation of Manitowoc M-90 ice dispensers and secure assembly of shower benches bolted to concrete. The Performance Work Statement and Price Breakout Schedule are mandatory attachments, and failure to include them constitutes a material deviation. Contract administration includes strict security protocols: all personnel require HSPD-12 background checks submitted within 10 working days of award, annual renewals for long-term contracts, PIV compliance, NCIC-III and TSDB vetting for unescorted access, and mandatory security and suspicious activity training. Employment eligibility must be verified through E-Verify with Form I-9 documentation submitted within three business days of award. While no contract value is specified in the solicitation, offerors must submit complete pricing details or face rejection. Place of performance is definitively 116 Chapel Ave, Jersey City, NJ, despite incidental references to Caven Point, and inspections may occur either at the job site or the contracting office in Louisville, KY. Final acceptance rests with the government, with contractors responsible for quality control, timely corrections via Contract Discrepancy Reports, and full compliance with all site-specific protective and operational measures.
