This is a notice of intent to award a sole source, Firm- Fixed Price (FFP) contract one (1) Base Year and two (2) option years under the authority of 10 U.S.C. 2304(c)(1) - FAR 6.302-1(b)(2) - Only one responsible source and no other supplies or services will satisfy agency requirements. Intended awardee, Puerto Rico Telephone Company (PRTC), located at 1515 FD Roosevelt Ave. Guaynabo, Puerto Rico. The scope of the requirement is to install infrastructure, provide dedicated internet services for video relay system used by inmates housed at MDC Guaynabo. After market research and multiple request for quotes PRTC was the only responsive vendor available to deliver the product within the required timeframe of September 1, 2019 or earlier, and is the only known company at this time, which can provide the FBOP with the technical services required for providing this essential service with the required security needed in a correctional environment and without delay. The requirement will be awarded by the Federal Bureau of Prisons, at the Metropolitan Detention Center (MDC) Guaynabo, Puerto Rico. The NAICS code for this requirement is 517919. This notice of intent to award a sole source contract is not a request for competitive quotes. A Request for Quote (RFQ) will not be available for this requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any firm that believes it can provide the stated service can provide supporting documents demonstrating their capability and specifications within five (5) days after date of publication of this notice of intent. Responses received will be used for future acquisitions.
