The Naval Air Warfare Center Aircraft Division Lakehurst NJ is pursuing a non-competitive, sole-source fixed-price contract with Cast Navigation, LLC of Tewksbury MA for the engineering development, fabrication, and testing of the T45C Global Inertial Navigation Assembly (GINA) Flight Line Tester. This procurement, identified by solicitation number N68335-11-R-0115 and NAICS code 334519, is being conducted under the authority of 10 USC 2304(c)(1) and FAR 6.302-1. The decision to bypass competitive bidding is based on the fact that the Government does not own the necessary technical data to support other suppliers. Cast Navigation, LLC is identified as the only capable source due to an exclusive data-sharing agreement with the original equipment manufacturer, Northrop Grumman Corporation. While the government issued a notice of intent to negotiate on a non-competitive basis, it maintained the discretion to review responses to determine if the requirement should be opened to competition.
