SPECIAL NOTICE FA558721Q0013 48th CONTRACTING SQUADRON Issue Date: 2 April 2021 Response Due Date: 16 April 2021 NAICS Code: 531390 - Other Activities Related to Real Estate Subject: Special Notice - Award a Sole Source GENERAL INFORMATION NOTICE OF INTENT TO AWARD SOLE SOURCE: The 48th Contracting Squadron, United States Air Forces in Europe (USAFE), Royal Air Force (RAF) Lakenheath intends to award a sole source, base year contract with nine additional one (1) year options to On Tower UK Limited (Cellnex UK). This contract will allow for equipment installation services, electricity connection and service, and tower site sharing for the Tactical Command Control (TAC C2) remote radio frequency operation at a United Kingdom (UK) based facility. This will allow for meeting mandatory United States Air Force (USAF) F-15 aircrew training requirements. The tower site shall have the capability to provide 50 feet tower space without the interference of other tenant's antenna equipment and exclusive use of approximately 200 square feet of ground space. The vendor shall provide adequate manpower to install Government furnished equipment, electrical connection and service, and tower site sharing as stated in the attached Description of Services. The tower location must be near the UK Military Training Area airspace D323 in order to provide effective radio coverage for TAC C2 remote radio frequency operation. Royal Radar Head (RRH) Staxton Wold is the only existing tower site in the UK that is in the precise location to be usable to control aircraft in Military Training Area airspace D323. The UK Ministry of Defence has a contract with On Tower UK Limited (Cellnex UK) to manage the RRH Staxton Wold tower site until November 2021. The justification for restricting competition will be in accordance with the statutory authority of 10 U.S.C. 2304(c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Since On Tower UK Limited (Cellnex UK) manages the only tower fulfilling the Governments requirements, it is the only entity with whom a contract can be executed. This notice of intent is not a request for competitive quotations and no solicitation will be issued from this notice; Interested contractors may identify their capability to provide the services prescribed within this notice and the attached Description of Services on or before the response due date, and should provide sufficient data for the Government to determine them as a comparable alternative to the intended source. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
