DA01--Replacement Model for VA.gov
Solicitation # 36C10B26Q0131
The U.S. Department of Veterans Affairs is seeking industry input to inform the future replacement of VA.gov, aiming to create a modern, secure, and Veteran-centric digital experience that serves as the primary gateway for benefits, healthcare, and services. This Request for Information, issued under solicitation number 36C10B26Q0131 and classified under NAICS code 541519, is not a procurement action and carries no obligation to award a contract. The VA is evaluating industry capabilities, emerging technologies, and best practices in digital experience design, platform architecture, content strategy, identity management, and system integration, with particular emphasis on maintaining continuity of service for millions of users while modernizing within a highly regulated federal environment. Respondents are encouraged to share user journey workflows for identity proofing, sign-in, and navigation, as well as case studies, risks, tradeoffs, and lessons learned from similar large-scale federal or complex digital transformations. Submissions must be concise, substantive, and limited to ten pages excluding appendices, company overviews, and visual attachments, which may include diagrams and illustrations to enhance clarity. Responses are to be submitted via email to Allison Fulton and Evan Schlisserman by February 5, 2026, in PDF or Microsoft Word format, with no use of online portals or physical deliveries. The Technology Acquisition Center in Eatontown, New Jersey, is the point of contact, and all feedback will be used solely for planning, requirements development, and potential pilot initiatives. There are no evaluation factors, contract clauses, pricing requirements, or formal acceptance criteria because this is strictly an information-gathering effort. Participation is open to any organization and does not confer any competitive advantage or guarantee future procurement opportunities. The initiative acknowledges the complexity of replacing VA.gov as a systemic challenge requiring coordination across technical, organizational, and user experience domains rather than a simple technology upgrade.

DE01--ECO Enterprise Service Desk (ESD) Consolidated Effort - RFI (VA-27-00011677)
Solicitation # 36C10B27Q0035
The Department of Veterans Affairs Office of Information and Technology is issuing a Request for Information to conduct market research for a future acquisition strategy regarding its Enterprise Service Desk Tier 0/1 support and associated Contact Center Infrastructure. The agency aims to transition from its current Multi-Vendor Service Provider model, which separates agent services and infrastructure management, toward an integrated service delivery model. This strategic shift focuses on moving away from labor-centric operations toward a model centered on demand elimination, a unified channel-agnostic customer experience, and outcome-based accountability. The VA specifically seeks to leverage AI, conversational automation, and predictive capabilities to reduce the volume of human-assisted contacts for its approximately 600,000 end users. A primary focus of this research is the implementation of outcome-based, automation-linked, or gainshare pricing models. The VA is seeking industry input on how to ensure the integrity of billing classifications to prevent contractors from gaming the system, including whether an independent oversight function is necessary for validating outcomes and SLA compliance. Additionally, the agency is evaluating whether to retain its current NICE CXOne platform and Medallia QA tooling or transition to alternatives like Genesys. Responses must address technical integration with ServiceNow, FedRAMP and ATO security authorizations, and Section 508 accessibility compliance. This RFI is for planning purposes only, does not commit the government to a specific acquisition approach, and requires a response by October 21, 2026.
