1. Description & Purpose
THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL.
This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10.
The Naval Air Systems Command (NAVAIR) is conducting market research in support of the requirement described in this announcement. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources, particularly small businesses, to provide the services/supplies described below.



The Government will use the information received for acquisition planning purposes and does not intend to award a contract on the basis of this request. Source responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests.
All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.



2. Background
The Naval Air Command (NAVAIR) is looking to replace its current obsolete inventory of OE-258/URN Antenna groups. NAVAIR is interested in identifying potential vendors who have the necessary capabilities to meet the requirements below and in the attached specification and interface document.



3. Requirement & Scope of Work
The Government is seeking sources capable of providing the TACAN Shore Based Antenna with the capability to directly interface with the AN/URN-32. The Antenna must include an Antenna Controller and must meet all applicable standards as described in the attached specification and Statement of Work (SOW). NAVAIR intends to procure 2 test units, and four (4) option years of production with an estimated maximum of 5 units per year. The estimated period of performance would be five (5) years.



4. Requested Information from Interested Parties
Interested parties are requested to submit a capabilities statement package. The submission should be concise, well-organized, and demonstrate a clear understanding of the requirement. Submission must be complete and sufficiently detailed. Statements should be on sources’ letterhead. Please address the following in your response:

1. Provide a detailed description of source company's capabilities to perform the tasks outlined in Section 3; specification and SOW.
2. Detail specific capabilities and past experience(s) with TACAN Antennas. Please include a brief summary of the work performed and how it relates to this requirement.
C. Specific Questions:
1. Describe the approach for testing the solution to ensure it meets all requirements in the specification and interface documents.
2. Specify where all testing will be conducted.
3. Document any requirements believed to be unattainable, include detailed explanation of why it is unable to be met.
4. State if the suggested solution is used by other Government agencies. Please include points of contact, where possible.
5. Document any Government Furnished Equipment or Government Furnished Information that may be required in order to meet requirements or complete testing.
It is encouraged, but not required, to provide comments to the attached specification and SOW.
5. Submission Instructions
Format: Responses must be submitted electronically via email. Page size shall be 8.5 x 11 inches with a font size of 12-point Times New Roman.
Page Limit: The total response shall not exceed ten (10) pages. The cover page and table of contents (if included) do not count towards the page limit.
Deadline: All responses must be received by 30 April 2026 no later than 2:00 PM EDT. Late responses will not be accepted.
