1. General Information



1.1 Introduction



This Area of Interest (AoI) is issued utilizing the ACC-DTA Commercial Solutions


Opening (CSO) W912CH-25-S-C001, Amendment 01. The U.S. Army Tank Automotive and Armaments Command (TACOM) seeks innovative video production solutions for the TACOM command overview video.


This AoI seeks commercial solutions that meet the objectives detailed in Sections 1.2 and 1.3 below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term innovative is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements; to close capability gaps or provide potential innovative technological advancements; and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated.


ACC-DTA is not obliged to extend a request for proposal or make an award because of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-DTA reserves the right to modify the requirements of this CSO AoI.



The authority to issue this CSO AoI is derived from ACC-DTA CSO W912CH-25-S-C001, Amendment 01, dated 10 July 2025. The CSO authority is permanently codified at 10 U.S.C. § 3458, implemented via DFARS Subpart 212.70, and expanded by Section 1823 of the National Defense Authorization Act (NDAA) for FY2026.



1.2. AoI Background



TACOM, a Major Subordinate Command of Army Materiel Command, manages the Army's ground equipment supply chain, which constitutes about 60 percent of the Army's total equipment. The workforce includes highly skilled and uniquely qualified professionals, from engineers and industrial artisans to senior logisticians and business analysts. This largely civilian workforce is critical to building Army readiness around the world. TACOM is located at the Detroit Arsenal (Warren, MI), approximately 20 miles north of downtown Detroit.



TACOM requires an updated command overview video showcasing the functions of TACOM Headquarters and the six Depots & Arsenals across the United States.



1.3 Identify AoI Solution



The proposed solution should provide comprehensive capabilities including all personnel, travel, equipment, tools, facilities, materials, supervision, supplies, and non-personal services necessary to produce a professional video. Offeror shall understand the capabilities of TACOM and be able to create an engaging video that showcases the TACOM enterprise.



The proposed solutions brief shall address all tasks of a production to include pre-production, production and post-production. Additionally, the proposed solutions shall discuss project vision, areas of focus, and identify and address challenges and opportunities. Proposed solutions shall include the offeror’s capabilities to produce videos. Offerors should have prior experience working with Dept of War and/or Defense contractors. This project may require the offeror to visit TACOM’s depots and arsenals to capture b-roll.

To assist with budgetary planning, offerors shall provide a non-binding Rough Order of Magnitude (ROM) for the total estimated cost of this project. Additionally, briefly describe your insurance coverages i.e., comprehensive general liability, workmen’s compensation, and employers’ liability coverage.



This information will be used for planning purposes only and does not constitute a formal pricing proposal.



2. AoI Constraints



Any selected company/companies will be required to be registered in the System for Award Management (sam.gov).

A written solution must be sent via e-mail submission by 10:00 A.M. (EDT); 27 August 2026 with subject line stating INNOVATIVE SOLUTION FOR AoI 019 TACOM-Command Video Production to POCs listed below. This deadline supersedes the date listed in CSO W912CH-25-S-C001 Amendment 01 Section 1.3 CSO Procedure.



Solutions received after the deadline may be discarded and not be evaluated by the Government.
