Tactical Ground Mobility (TGM) - Enhanced Driving Skills Courses of Instruction (COI) Single-Award Indefinite Delivery Indefinite Quantity Ordering Contract

The Naval Special Warfare Command is procuring Tactical Ground Mobility (TGM) Enhanced Driving Skills training services through a Firm-Fixed-Price Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a total potential value of $5,000,000. This acquisition is a 100% Small Business set-aside under NAICS code 611692, with a $10 million size standard, and requires offerors to be certified small businesses or qualified small business joint ventures. The contract will provide five one-year ordering periods with an optional six-month extension, and performance must occur at contractor-owned or assured facilities within the contiguous United States. The evaluation will be based on a best value tradeoff, where technical capability is more important than price, and will assess sub-factors including proposed training location, vehicle compliance, curriculum design, recent experience, instructor credentials, legal documentation of land and vehicle access, and operational readiness.
