The Naval Special Warfare Command (NSWC), Contracting Department (N01C), San Diego CA 92155 intends to award a Firm Fixed Price contract for Tactical Information Operations (TIO) Instructional Support. The Government anticipates this will be an Indefinite Delivery-Indefinite Quantity (IDIQ)-type contract with a five (05) year ordering period, solicited on an unrestricted, full and open basis. The general requirement requires the contractor to develop a progressive, twelve (12) week course of instruction (COI) administered at the vendor's location that includes classroom instruction, labs, and practical training exercises. It is anticipated that the contractor will typically provide two classes annually, for up to 12 students per class. The classes will not run concurrently. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. The anticipated ordering period will be 01 August 2017 through 31 July 2022. A complete Request for Proposal package will be available on 21 June 2017. Contractors are required to contact the Contracting Officer at the following email address in order to receive the solicitation documents: contact@example.gov. Vendors with a Facility Clearance (FCL) of SECRET, an active CAGE code, and an active System for Award Management (SAM) registration may request and receive the unclassified solicitation documents. The Performance Work Statement (PWS) associated with this requirement is classified SECRET. In addition to the above criteria, only those vendors with a Level of Safeguarding of SECRET will be authorized to receive the PWS.
