Egyptian Navy Autonomous INTelligence System (AINTS) Platform Integration
Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the PEO C4I International Integration Program Office (PMW 740) and involves the design, engineering, procurement, integration, testing, installation, and training for AINTS capabilities. The scope of work includes the delivery of specialized hardware such as Electronic Support Measures (ESM) and Communications Intelligence (COMINT) equipment, Unmanned Surface Vehicles (USVs), and spare parts, alongside technical assistance and Field Service Representative (FSR) support. The contract is estimated for award between June 2027 and June 2030 with a three-year period of performance. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, Cost-Reimbursement for travel and other direct costs, and Firm-Fixed-Price (FFP) for materials and equipment. Award will be based on best value, with non-cost factors weighted as significantly more important than cost. Proposals must be submitted in three volumes via the Procurement Integrated Enterprise Environment (PIEE) portal. Due to the inclusion of Controlled Unclassified Information (CUI) and Top Secret requirements, interested parties must submit a signed Non-Disclosure Agreement to access the full Statement of Work. Large business offerors are further required to provide a Small Business Subcontracting Plan ensuring at least 10 percent of subcontracted awards go to small business concerns.

The solicitation SPMYM326Q3000 issued by the Defense Logistics Agency Maritime at Portsmouth Naval Shipyard seeks qualified small business vendors under NAICS code 334511 to supply two TADD Bellmouth Carriers, part number 04-15-210, as specified on detailed drawings with material and welding specifications provided. This combined synopsis/solicitation uses Simplified Acquisition Procedures under FAR parts 12 and 13 and is a 100% small business set-aside. Two contract line items are required: one unit with a required delivery date of February 13, 2026, and another with a delivery date of April 22, 2026. The government emphasizes that award decisions may prioritize fastest delivery over lowest price, and only quotations from the brand-name manufacturer Systems Engineering and Analytics, or those with authorized access to their drawings, will be considered. Offerors must submit descriptive literature demonstrating compliance with specifications and complete several mandatory FAR and DFARS provisions related to cybersecurity, supply chain risk, small business status, and representations concerning prohibited telecommunications equipment. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) criterion with vendor responsibility assessed through the Supplier Performance Risk System and FAR 9.104 standards. The procurement incorporates numerous mandatory federal and defense acquisition clauses covering topics such as identity verification, data safeguarding, export controls, ethical business practices, environmental sustainability, payment terms, and subcontracting. Quotations must include detailed pricing, FOB destination terms, company size, Cage Code, and payment preference, with the government requiring standard net 30-day payment after acceptance and adherence to electronic reporting mandates like WAWF for government credit card payments. The solicitation closes at noon EST on January 2, 2026, with all responses to be submitted electronically to the listed point of contact. Vendors must be registered in SAM and, if not the actual manufacturer, must disclose the manufacturer’s details. The solicitation explicitly disallows proposals involving telecommunications or video surveillance equipment covered under recent federal prohibitions and requires compliance with clauses that address supply chain security and other statutory requirements.
