This is a combined synopsis/solicitation for brand name commercial items prepared in accordance with the format in Federal Acquisition Regulation Sub Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F3HSK18024A001 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-19. This solicitation is issued as a 100% small business set-aside; the NAICS Code is 334119; the NAICS size standard is 1,000 employees. 55 CONS intends to issue a firm fixed priced purchase order for delivery and installation of the following items: New Tandberg Codec 6000 MXP products 0001: Tandberg 6000 Profile 6000 MXP w/Precision HD Cam (768 kbps ISDN/3 Mbps IP 1 50"Plasma. Netw. /6 Mbps IP, P/N 1138303 (2 each) 0004: Tandberg 6000 MXP MultiSuite (MS) Requires NPP) P/N 113820MS (2 each) 0005: TANDBERG 6000 MXP Natural Presenter Package (NPP) P/N 113820NPP (2 each) 0006: Tandberg 6000 MXP Onsite installation and User Orientation, P/N 11588V07D (2 each) 0007: Managed Care Profile 6000 MXP 1 Year PN 115880V31D (2 each) Any and all vendors submitting their quote for the request must show proof of authorization to re-sale Tandberg products. Each Tandberg product listed meets the specific classified requirements of the USSTRATCOM Intelligence Network (SINET) and has been approved by the Defense Intelligence Agency (DIA). Additionally, it has been determined by the Western CONUS Regional Service Center (RSC) Information Assurance Division and Baseline Support personnel that this hardware meets the strict requirements, and is determined to be the only hardware that pass these test. Security and developmental testing of equipment for SINET was accomplished by DIA in 2003. Until testing of other equipment is re-accomplished only Tandberg product's listed in this combined synopsis/solicitation will meet this requirement. Testing will be re-accomplished upon recapitalization determination which is scheduled for 2010. All potential offerors are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database by Monday, 28 April 2008, at 12:00 pm (CST) will make an offeror ineligible for award. Also, the contractor must have the NAICS code listed in this solicitation on their CCR Registration. Offutt Air Force Base is exempt from paying state and local taxes on purchases that it makes per the United States Constitution. Nebraska Revised Statutes, Sec. 77-2704.02 and Nebraska Sales and Use Tax Regulations 1-12 and 1-72 implement this policy and are applicable to this purchase. The Nebraska Form 13, Nebraska Resale or Exempt Sale Certificate, is applicable to exempt taxes for contracts for services and commodities and labor on construction projects.
