The Federal Systems Integration and Management Center (FEDSIM) intends to award a sole source contract to Navini Networks under the Commercial Simplified Acquisition Procedures in support of the U.S. Agency for International Development’s (USAID) Colombia project. This project aims to enhance Internet and voice communications in 17 rural and isolated departments using WiMax and Voice over IP (VoIP) technology. The current procurement covers the final three departments requiring integration into the existing system. Due to technical requirements, the same management software and configured hardware from Navini Networks must be used to ensure seamless communication, as WiMax signals cannot be transferred between different carriers without disrupting data transmissions and calls. Consequently, Navini Networks is identified as the only responsible source capable of fulfilling this requirement. Interested parties are invited to submit written inquiries to the designated Contract Specialist, Millicent Hawkins, by a specified deadline, but this notice does not constitute a solicitation or request for offers. The Government retains discretion over competition and will consider responses only if they clearly demonstrate future competitive advantages. All communications must be formal and submitted in writing; telephone inquiries will not be accepted. The contract falls under NAICS code 334119 and is managed by the General Services Administration from Washington, DC.
