RFQ - Design Build – McCallum Replacement Diesel Tank
Solicitation # 109259 MG
Newfoundland Labrador Hydro has issued a Request for Quotation (RFQ 109259 MG) for the design-build replacement of a diesel storage tank at the McCallum Diesel Plant in Newfoundland and Labrador. The project involves the decommissioning and removal of an existing 90,000L vertical tank and the design, fabrication, and installation of two new 12,000L horizontal diesel tanks with a shared steel support platform, totaling a 24,000L capacity. The work is expected to take approximately 12 months, with a required completion date no later than August 31, 2027. The scope includes site services, engineering support, and ensuring operational continuity by transferring clean fuel into temporary storage during construction. All designs must be authenticated and stamped by a professional engineer as per PEG-NL standards. The contract will be awarded to the top-ranked respondent based on a combined score of non-price rated criteria and pricing, with a total weighting of 100 points. Non-price evaluation focuses on construction and design experience, specifically prioritizing contractors with expertise in remote communities, diesel tanks, and coastal environments. Pricing accounts for 70% of the total score and is evaluated using a relative formula. Mandatory requirements include ISNetworld (ISN) registration with a minimum grade of B, compliance with Bill S-211 regarding forced and child labour, and the submission of a detailed construction schedule. Bidders must also adhere to strict quality assurance protocols; while fabrication facilities are expected to be ISO 9001 certified, a bidder's own QA program is an acceptable alternative if submitted with the bid. Submissions must be uploaded via the specified electronic bidding portal by the deadline of October 7, 2026.
