TBIPS - Implementation and Deployment of Cloud Analytics Solutions

The Department of National Defence is soliciting proposals under the Task-Based Informatics Professional Services supply arrangement for the implementation and deployment of cloud analytics solutions. The contract, managed by the Directorate Joint Defence Cloud Program, aims to support the digital transformation of the Department of National Defence and Canadian Armed Forces by transitioning from traditional on-premises IT to secure, modern cloud-based services. The scope of work includes the design, development, and integration of cloud architectures and security capabilities, encompassing over 100 tasks and 50 deliverables such as migration architecture packages, system implementation plans, and security event analysis. The requirement calls for senior-level professional services, specifically Level 3 Programmers, Analysts, Technology Architects, and IT Security Engineers. The contract is for an initial period of two years and will be performed in the National Capital Region. Award selection is based on a weighted evaluation of 90 percent technical merit and 10 percent price, with a minimum technical pass mark of 120 points required across seven corporate point-rated criteria. Bidders must provide fixed, all-inclusive per diem rates and hold a valid organization security clearance, with personnel requiring Secret level screening. The contract is governed by General Conditions for Higher Complexity Services, and the Crown will retain intellectual property rights to all foreground information.
