PRE-SOLICITATION NOTICE HQ08585-20-R-0002 / Quality and Mission Assurance This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure quality and mission assurance services for the Missile Defense Agency. The QMA requirement consists of the development, implementation, sustainment, and execution of both Missile Defense System (MDS) and program-level quality assurance policies, requirements, and programs supporting MDS and program level system quality assurance risk management processes. This involves supporting quality assurance conduct of system demonstration activities, including flight and ground tests, at both the MDS and program levels. Activities required include support of parts, materials and processes; configuration management; manufacturing supporting the MDS; and program level technical risk identification and management processes. This requirement will be solicited as a 100% small business set-aside using source selection procedures in FAR Part 15. MDA anticipates award of a single Cost-Plus-Fixed-Fee (CPFF) type contract. The North American Industry Classification System (NAICS) code for this acquisition will be 541715 (Research and Development in the Physical, Engineering, and Life Sciences) and the Small Business Size Standard will be 1250 employees. It is anticipated that award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a base period of three (3) years and two (2), one-year options. This requirement will use best value trade off procedures in determining the successful offer. The places of performance primarily include: Huntsville, AL, Dahlgren, VA, Fort Belvoir, VA, Kirtland AFB, NM, Vandenberg AFB, CA, Courtland, AL, Colorado Springs, CO, Joplin, MO, Promontory, UT, Salt Lake City, UT, Fort Greely, AK, Orlando, FL, Moorestown, NJ, among others. It is anticipated that the solicitation will be posted on or about 15 days from the date of this pre-solicitation notice. The closing date of the solicitation will be 30 days from the posting date. The solicitation will be posted to the beta.SAM.gov web site at: https://beta.sam.gov/. Offerors interested in submitting a proposal after the solicitation is posted to beta.SAM.gov are responsible for downloading their own copy of the solicitation from the web site and frequently monitoring the site for any amendments. MDA will not directly send Offerors the solicitation or any amendments. It is the interested Offeror's responsibility to periodically check this website for updates. If you are interested in saving searches, following contract opportunities, requesting secure documents or signing up for an Interested Vendor List, you will need a login.gov account in beta.SAM.gov. A bidders list will not be maintained by this office, but interested companies are requested to sign up on the "Interested Vendor List" in beta.SAM.gov. When a solicitation is issued, failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of proposals as stated in the solicitation, may render the proposal non-responsive and result in rejection of the same. The release of this synopsis and issuance of the RFP, when posted, is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this synopsis or the release of the RFP, when posted. Businesses interested in submitting proposals must be registered in the System for Award Management (SAM) system in accordance with FAR 4.1102. SAM is available at https://sam.gov/SAM/. Any questions must be emailed to: TEAMS_QMA@mda.mil. Missile Defense Agency - Nimble Options for Buying Layered Effects (NOBLE) Announcement
Solicitation # HQ0860-25-S-0001
The Missile Defense Agency Nimble Options for Buying Layered Effects (NOBLE) Announcement, solicitation number HQ0860-25-S-0001, is an overarching acquisition strategy active from March 27, 2025, through March 27, 2030. Rather than a single contract, it serves as a consolidated framework to rapidly develop, prototype, and field disruptive missile defense technologies across the entire kill chain. The program focuses on three primary technical areas: Kinetic and Hypersonic Defense for cost-efficient interceptors, Command, Control, and Battle Management utilizing AI and quantum computing, and Space-based Sensors, Interceptors, and Effectors to maintain space domain awareness. Under this framework, the MDA will release individual solicitations using various authorities, including FAR-based procurement contracts and Other Transaction (OT) agreements. Each individual solicitation will define its own specific technical requirements, evaluation criteria, funding levels, and submission deadlines. Interested parties must be registered in the System for Award Management (SAM) and are directed to monitor SAM.gov and the MDA Opportunity Marketplace for new opportunities, such as the Mobile Integrated Launch Capability, Low-Cost Kill Vehicle, and Shipborne Phased Array Instrumentation Radar. All offerors are subject to Organizational Conflict of Interest rules per FAR Subpart 9.5 and DFARS Subpart 209.5. Security requirements include compliance with NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC) program, with some efforts requiring secure interfacing with classified systems. All unclassified communications regarding the NOBLE program should be directed to MDA-NOBLE@mail.mil.
