NYSDOS is seeking extend the contract with Sustainable Planning Design, LLC, a registered WBE located in Buffalo, to continue developing informational materials and webinars for the New York Forward initiative and providing capacity-building and technical assistance to potential NY Forward applicants for NYF Round 4. This assistance, which consists of both in person and virtual consultations, has been vital in preparing communities for participation in the fast-paced NY Forward program and has resulted in more competitive applications in Rounds 2 and 3. NYF Round 4 will be authorized in the 2025-26 NYS Budget with $100M allocated to the program, which is expected to launch in July 2025. A formal competitive process is not feasible as it is imperative that services be available upon launch of the program in July 2025. DOS does not have the capacity to provide the level of hands-on technical assistance required for smaller communities, for whom the NYF was designed, to develop and submit competitive applications to successfully participate in the program. Sustainable Planning Design, LLC, has been providing these services for the past two rounds of the NYF and it is in the best interest of the NYF program to continue with these services for Round 4. Sustainable Planning Design, LLC, a registered WBE, is a planning and design firm with extensive experience in downtown planning, project management, and research, analysis and writing. In the first round of NY Forward, the firm provided similar services to potential applicants as a sub-consultant to another firm that served as prime contractor. In the Rounds 2 and 3, the firm provided these services as the prime contractor through DOS contract C1002490. This background and experience will allow for the seamless continuation of technical assistance services and improvements for NYF Round 4. DOS is proposing to extend this contract to 1/31/26 to allow for services to continue for Round 4. The requested time period will allow Sustainable Planning Design, LLC to develop the materials and provide the training needed to successfully complete the project and is consistent with the timing of the NY Forward program.
