Dr. Colwell is uniquely qualified to provide consulting services to DARPA's MTO, bringing decades of experience in the semiconductor and microelectronics fields. Specifically, Dr. Colwell will consult on strategic and technical issues and provide advice to technology developers and Program Managers to assist in development of programs, and initiation and management of technology development initiatives. DARPA intends to leverage the expertise of Dr. Colwell to assist the Program Manager in evaluation of results of the various STARnet centers to include assisting with the review of technical papers and research results and providing feedback that will be used to develop research plans, direct research, and define quantitative research goals. Dr. Colwell will also consistently scan the microelectronics technology environment to help identify gaps in current research areas, make recommendations on how to best apply research findings to address the needs of the Department of Defense, and assist in the transfer of technologies to the user community. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." As the Chief Architect of numerous Intel IA-32 microprocessors (Pentium Pro, Pentium II, Pentium III, and Pentium 4), Dr. Colwell possesses unique knowledge, capabilities, and proprietary intellectual property/data required to assist in developing next-generation high performance computation systems for DARPA MTO. Request for Information (RFI): Verification and Compliance Checking for Natural-Language Network Requirements (FastVacc)
Solicitation # DARPA-SN-27-13
The Defense Advanced Research Projects Agency (DARPA) Information Processing Techniques Office (IPTO) has issued a Request for Information (RFI) under solicitation number DARPA-SN-27-13 titled Verification and Compliance Checking for Natural-Language Network Requirements (FastVacc). The agency is seeking information on tools, practices, and approaches to reduce the time and cost of verifiable compliance checking for network security requirements by two to three orders of magnitude. The objective is to develop a capability that can process natural-language requirements documents, such as Zero Trust Architecture or Commercial Solutions for Classified packages, and concrete network configurations to identify inconsistencies, redundancies, and incompleteness in an offline phase, while providing near real-time verification of configurations with human-understandable output. This RFI is not a formal solicitation for proposals and does not constitute a binding contract. Interested respondents must submit their information by November 13, 2026, via email to [email hidden]. Submissions should consist of a one-page narrative and up to two slides featuring visual depictions of key concepts, including a completed version of Table 1. All responses must be submitted at the unclassified level in unprotected Microsoft Word, PowerPoint, or PDF formats, adhering to specific formatting guidelines including 12-point font and one-inch margins. Any proprietary information must be clearly labeled as Proprietary, and the use of the term Confidential is strictly prohibited for proprietary business data.

High-throughput Unmasking of Biological Interactomes with Binding Landscape Emulators (HUBBLE)
Solicitation # DARPA-PA-27-01
The High-throughput Unmasking of Biological Interactomes with Binding Landscape Emulators (HUBBLE) program, solicited by the DARPA Biological Technologies Office under DARPA-PA-27-01, seeks to develop an in-silico capability for mapping all protein-protein interactions. The primary objective is to create a comprehensive human interactome hypercatalog capturing over 10 million new interactions, shifting from static biomarkers to dynamic, context-aware interactomes. The utility of this capability will be demonstrated by identifying novel diagnostic and therapeutic targets for traumatic brain injury. Awards will be issued as Other Transaction (OT) for Research agreements with fixed, payable milestones. The program is structured in two phases, with Phase 1 estimated at 12 months and Phase 2 anticipated at 18 months, though current awards are limited to Phase 1. Proposers, including large and small businesses, universities, and research institutions, must submit a maximum six-page unclassified abstract via the Broad Agency Announcement Tool by November 5, 2026, to be considered for an Oral Proposal Package due December 11, 2026. Evaluation is based on technical comprehension, technical ability, and the realism of the cost rough order of magnitude. Prime proposers must be registered in the System for Award Management and demonstrate CMMC Level 1 compliance. Performance will be managed through a Task Description Document and a milestone-based payment schedule, with invoicing processed through the Wide Area Workflow system. Security requirements include the Fundamental Research Risk-Based Security Review Process for all senior and key personnel.

Solicitation # DARPA-PS-26-141
The Atomically Precise Molecules (APM) program, solicitation DARPA-PS-26-141, is a Department of Defense initiative managed by the DARPA Multi X Office. The program seeks innovative synthesis techniques for programmable precision polymers (PPPs) to develop revolutionary nonlinear optical (NLO) materials. The primary objective is to create scalable materials with strictly controlled monomer sequences and composition, culminating in a prototype demonstration integrated into a government-provided electro-optic modulator. Key technical goals include achieving modulation greater than 1THz and meeting specific optical loss metrics. The program is structured in two phases, with an anticipated start date of April 1, 2027, and a performance period extending through 18 months. Awards will be issued as Other Transaction for Prototype Agreements, with payments tied to a schedule of milestones and processed via the Wide Area Workflow system. Proposals are evaluated based on scientific and technical merit, relevance to the DARPA mission, budget realism, and the capability for technology transition. Strict eligibility requirements apply, as non-US organizations are prohibited from participating. Additionally, performers must adhere to rigorous cybersecurity standards, including CMMC Level 2 self-certification and compliance with NIST SP 800-171 R2 controls for the protection of Controlled Unclassified Information. Full proposals, including technical, management, and pricing volumes, must be submitted through the Broad Agency Announcement Tool by December 18, 2026.
