Technical Radio Communication Consultant

The Corporation of the County of Northumberland is seeking a qualified Technical Radio Communication Consultant under solicitation 26-29 to provide expert oversight for a Technical Radio Communication Review. The primary objective is to improve operational performance and coordinated emergency response across the county. The selected consultant will be responsible for developing a Request for Proposal (RFP) in accordance with the County's Procurement Policy, assisting in the evaluation of proposals and award recommendations, and overseeing the final technical review. Key deliverables for the underlying review include an asset management plan with maintenance and replacement schedules, as well as short, medium, and long-term technology investment recommendations. To avoid conflicts of interest, the successful consultant is prohibited from participating in the competition for the technical review they are overseeing. The submission deadline is October 15, 2026, at 2:00 PM local time, with quotations submitted via an online bidding system. Evaluation is based on a weighted scoring system where pricing accounts for 30 points, and rated criteria include the experience of the firm (20%), qualifications of key personnel (25%), and the proposed work plan (25%). A pass/fail threshold applies to references, and respondents must achieve an overall score of 75% of available points to proceed. Mandatory requirements include having been in business for at least three years and providing at least three relevant project references. The contract is governed by a Form of Agreement and includes specific requirements for insurance subrogation waivers, workplace safety compliance, and adherence to the County's accessibility and human rights standards.
