Building Condition Assessments - NCHC

The Corporation of the County of Northumberland is seeking proposals for Building Condition Assessments (BCAs) and Elevator Audits for its affordable housing portfolio, which consists of 849 dwelling units. The base scope requires visual and non-destructive examinations of properties to create a comprehensive inventory of as-built and as-installed components. Depending on County approval, the scope may expand to include ASHRAE Level II Energy Audits and Accessibility Audits. All assessments must be conducted using AuditPlanner software, with the final results reported in the County's AssetPlanner database. Deliverables must include executive summaries, detailed component data regarding lifespan and replacement costs, and identification of non-compliant areas. The selection process is multi-staged, requiring proponents to meet mandatory submission requirements and achieve a minimum score of 75 percent on rated criteria to proceed to pricing evaluations. Evaluation factors include company history, consulting team qualifications, methodology, and sample audits, with a preference for experience in the Ontario social housing sector and a project lead with at least 10 years of experience. The successful proponent must provide a multi-disciplinary team covering building, mechanical, structural, electrical, elevator, and AODA expertise. The contract requires the supplier to maintain professional liability and automobile insurance of at least 2 million dollars each and provide a valid Workplace Safety and Insurance Board Clearance Certificate. Payment will be made via Electronic Funds Transfer within 30 days of receiving a satisfactory invoice. Quality assurance will be managed through ongoing reviews and the completion of two pilot projects at the start of the engagement to establish data standards.
