AI Contract Overview
The Federal Emergency Management Agency (FEMA) plans to negotiate a sole source contract with Hexagon ALI, a division of Intergraph Corporation, to provide one year of technical support for the Hexagon Infor 7i Enterprise Edition Enterprise Asset Management (EAM) software at the Center for Domestic Preparedness in Anniston, Alabama. This proprietary software, already integrated into the center’s infrastructure since at least 2008, requires specialized technical support that only the manufacturer can provide. The support includes monthly maintenance, telephone assistance, bulletin board support, and software upgrades for a configuration that consists of one site license, 15 named users, 15 reporting consumers, and 30 requestors. The urgency of this support stems from its critical role in maintaining uninterrupted business operations and its inclusion in the Department of Homeland Security and FEMA’s approved technical systems. This procurement process will follow simplified acquisition procedures under the Federal Acquisition Regulation Part 12 guidelines and is classified under NAICS code 513210 with no set-aside restrictions. Although this notice is not an invitation for competitive proposals, FEMA is inviting capability statements from interested parties within 15 days of the notice’s publication to assess if other sources might compete. Statements can only be submitted via email to the designated contact, Justin Burger, by 4:00 PM Eastern on June 25, 2026. Ultimately, FEMA reserves full discretion to proceed without competition based on these submissions. This sole source approach is justified by the unique service requirements and technical qualifications that Hexagon ALI exclusively meets.
