The Naval Surface Warfare Center Port Hueneme Detachment (NSWC PHD) is the lead In Service Engineering Agent (ISEA) for the MK46 OSS. The MK46 is a Navy Type/Navy Owned (NTNO) weapons system installed on the WMSL cutters. The ISEA, in support of Coast Guard WMSL MK46 OSS overhaul, has identified NevWest Systems as the only qualified candidate to perform these services. NevWest Systems will ensure the material will be compatible in all aspects (form, fit, and function) with existing systems presently installed. NevWest Systems will ensure the material being acquired will be compatible and interchangeable with other equipment, and these features can only be obtained by using the product of the sole source company. NevWest Systems Inc, posses a unique ISEA trained talent base in the overhaul of various elements of the Gun Weapons System Repair Program. NevWest has been doing overhauls of various above deck elements of the Gun Weapons System for over 20 years. The superior insight and technical acumen on the highly intricate mechanical sub assemblies for these units can only be found at NevWest Systems Inc. NevWest possesses unique capabilities in machining of special parts needed for the overhaul and repair of the equipment. NSWC PHD ISEA personnel have previously trained and certified the current employees at NevWest Systems to perform these repairs. No other talent base exists in the San Diego area with the aptitude for repair of the Gun Weapons Systems elements. NevWest Systems Inc has the proprietary knowledge, design data and drawings to manufacture and repair these parts. Any third party parts provided cannot be warranted and would tremendously increase risk factors both financially and in personnel safety. The Coast Guard and Navy do not possess the necessary parts and specific technical knowledge and specifications that would enable another vendor to manufacture the parts or provide technical service.
