Technical Surveillance Countermeasures (TSCM) — One-Time Survey Service

NASA Langley Research Center is seeking a one-time Technical Surveillance Countermeasures (TSCM) survey service to detect and neutralize potential electronic surveillance threats in designated facilities located in Hampton, Virginia. The contract, identified by solicitation number 80NSSC26933575Q, is a firm-fixed-price requirement set aside exclusively for small businesses under NAICS code 541990, with a total price yet to be determined. The scope includes a comprehensive physical and electronic inspection of Building A’s Conference Room/Auditorium and Building B’s Administrative Office, covering walls, ceilings, floors, furniture, electrical outlets, and installed equipment using industry-standard TSCM tools and techniques aligned with ICD 705, DODI 5240.05, NPD 1600.2, NISPOM, and NIST SP 800-171. All contractor personnel must hold an active Secret security clearance and valid Interagency Training Center (ITC) TSCM certification or equivalent, and must submit detailed backgrounds and credentials for approval prior to access. On-site activities are strictly controlled: personnel must be escorted at all times, are prohibited from bringing personal electronic devices, and must provide a pre-approved equipment manifest; no photography or documentation of room layouts beyond the report is permitted without written authorization. The survey is scheduled for five consecutive business days within an 180-day performance period, with a final report due within ten business days post-survey, containing an executive summary, equipment calibration records, RF analysis, findings by room, chain-of-custody documentation, and corrective recommendations, preceded by a verbal out-brief to the NASA LARC Security Officer.
