The 711 Human Performance Wing of the Air Force Research Laboratory at Wright Patterson AFB is soliciting proposals for a technology collaboration program focused on science and technology research, development, experimentation, and demonstration. The program aims to improve Intelligence, Surveillance, and Reconnaissance (ISR) system performance, specifically within the Planning and Direction, Collection, Processing and Exploitation, Analysis and Production, and Dissemination and Integration (PCPAD) framework, with a primary emphasis on human performance in intelligence analysis. Key objectives include integrating a realistic human-in-the-loop analyst infrastructure, developing LVC-based scenarios and metrics for performance evaluation, enhancing virtual and game-based tools, and implementing integrated physiological and cognitive performance measures. The effort also requires intelligence subject matter expertise across the ISR domain to ensure the use of appropriate intelligence products. This effort is being issued as Call 07 under the open-ended Broad Agency Announcement BAA-PKD-08-0006. The anticipated contract will be a cost-type effort, and cost sharing is encouraged. The solicitation is managed by the Department of Defense through the Air Force Materiel Command, with contracting oversight provided by Pamela J. Covey and Tara Hervas. The program seeks to leverage interdisciplinary innovation to address warfighter needs and enhance the cognitive and physical execution of analyst tasks.
