Technology Enabled Care

Norfolk County Council is seeking a provider for Technology Enabled Care and Virtual Care services to integrate these solutions into care planning in accordance with the Care Act 2014. The primary objective is to shift from long-term care packages toward person-centered, strengths-based support that promotes independence and allows residents to remain in their own homes. The contract is estimated at 12.7 million pounds, which serves as a strict price cap for the entire term including extensions; bids exceeding this amount will be rejected. The initial period of performance is scheduled from March 8, 2027, to March 7, 2030, with a possible 24-month extension through March 7, 2032. The procurement process utilizes a weighting of 70 percent for quality and 30 percent for price, with the award going to the applicant achieving the highest total score. To be eligible, applicants must meet minimum standards and be categorized as low or medium financial risk, as high-risk entities will be eliminated. Submissions must be uploaded via the In-Tend portal by October 5, 2026, and must include specific completed forms covering applicant details, exclusion grounds, quality responses, and pricing. Payment will be made exclusively via BACS transfer, and the council may require financial guarantees or performance bonds to mitigate risk.
