This contract pertains to the Technology Readiness Evaluation (TRE) 07-1, focused on advanced biological agent identification technologies aimed at upgrading the Joint Biological Point Detection System (JBPDS) identifier. Following the initial Phase I completion in May 2007, selected organizations were invited to participate in Phases II and III, which involve laboratory evaluations of candidate technologies at Dugway Proving Ground, Utah, starting around October 1, 2007. Phase II is designed to assess the performance of these technologies compared to the current system's identifier, while Phase III will test their ability to automatically identify inactivated antigens in formulated tap water. Participation in these phases is limited to those previously selected, as no new participants are being solicited. The effort intends to provide the U.S. Army with data to determine if any of the proposed technologies offer superior performance for potential future upgrades to the JBPDS. This initiative is separate from other JBPDS program contract actions, emphasizing that the Army is under no obligation to select any participant's technology. The TRE serves as the exclusive government venue for evaluating identifier upgrade technologies at this time. The evaluations are slated to last up to four weeks, and all inquiries related to the TRE are directed to the Army's Technology Readiness Evaluation Team. The contract is managed under Department of Defense auspices and is based out of Aberdeen Proving Ground, Maryland.

As communicated in the March 20, 2007 announcement, Phase II evaluates identifier technologies for use with the Joint Biological Point Detection System (JBPDS). The U.S. Army is under no obligation to select any of the participating technologies. TRE 07-1 is a separate and distinct effort which has no connection to any of the JBPDS programs ongoing contract actions. All contractors selected in Phase I are encouraged to participate in the subsequent phases. Phase III will evaluate the technologies capability for automated identification of inactivated antigens in Formulated Tap Water. This testing will be scored separately from the Phase II portion of the TRE and will commence after Phase II testing has completed. Phase II participants should also be aware that at the current time the Government has no other venue, other than the TRE, through which upgr ade identifier technology will be evaluated for future block upgrade to the JBPDS.
