The Grapevine-Colleyville Independent School District (GCISD) has issued a multi-year solicitation (RFP 26-04-4-RFP) seeking proposals for Technology Related Equipment, Software, and Services to be procured on an as-needed basis without guaranteed quantities. The contract is intended to facilitate flexible access to technology resources through a contractual framework that allows the District to order products and services as requirements arise. Vendors responding to this solicitation must fully disclose all fees and any reimbursement arrangements associated with the items or services proposed. Proposals must be submitted electronically via the Ion Wave Technologies bidding platform, as electronic submissions are strongly encouraged to reduce errors and enhance efficiency, although paper bids will be accepted legally. Facsimile and email submissions are prohibited, and late proposals are automatically disqualified based on the timestamp maintained by the Purchasing Office. The solicitation deadline is June 26, 2026, with the posting date of August 22, 2025. Key administrative requirements include the mandatory submission of a completed Bid/Proposal Offer Form, IRS Form W-9 for tax identification purposes, and the Conflict of Interest Questionnaire (CIQ) as mandated by Texas Local Government Code Chapter 176. The CIQ ensures that vendors disclose any business or familial relationships with District officers or employees that could create actual or perceived conflicts of interest, including disclosure of gifts exceeding $250. The offeror must also certify non-collusion, attest to the accuracy of all certification statements including felony conviction disclosures, and comply with relevant ethics and procurement laws. The place of performance for deliveries is within the state of Texas, specifically for GCISD, though no specific delivery schedules, pricing details, or clause-level contract terms were provided. The solicitation lacks detailed evaluations criteria and formalized sections listing attachments or special contract clauses, but underscores transparency, ethical compliance, and careful adherence to submission instructions to maintain integrity in District procurement procedures.
