This is a Special Notice for commercial items prepared in accordance with the format under Simplified Acquisition Procedures at Federal Acquisition Regulation (FAR) Subpart 8.405-6 Limited Sources Justification and Approval. This Special Notice is being issued as Request for Quotation (RFQ) NLM-09-070-MJK to TechTeam Government solutions. This notice document incorporates provisions and clauses that are in effect in the March 2005 Federal Acquisition Regulation (FAR) Revision, including all FAR Circulars issued as of the date of this synopsis. The North American Industry Classification System (NAICS) code is 519190. The purpose of this acquisition is to acquire professional Information Technology (IT) services from TechTeam Government Solutions, Inc. (formally Sytel, Inc.) to provide CIT with a Technical Writer/Editor to perform writing and editing tasks and provide other pertinent information through the production of technical newsletters and documentation to users of the NIH Computer Center or other CIT services. The objective of this acquisition is to provide CIT with Technical Writer/Editor expertise to meet the organization's mission requirements. This requirement will be procured as a non-competitive Labor-Hour type delivery order under the terms and conditions of TechTeam Government Solutions, Inc. (formally Sytel, Inc.) General Services Administration (GSA) Federal Supply Schedule (FSS) Source 70, Contract No. GS-35F-4255D; Category Number 132-51, Information Technology Services. It is the intent of Special Notice to inform the public of the Government's determination that these services will be obtained on a sole source basis. Sources having the ability to provide the IT services described above may submit their capabilities and associated information to the Contracting Officer (Maxwell Kimpson). However, the final determination is within the sole discretion of the Contracting Officer and the Government.
