NOTICE TO SOLE SOURCE

The Federal Emergency Management Agency has entered into a contract with Dialogic Communications Corp (DCC) for a one-year software maintenance and support plan for its Communicator! system, with two additional one-year renewal options available. The estimated cost for the initial year is $37,095. DCC is identified as the sole provider capable of delivering the required maintenance support, which is essential for ensuring compatibility with existing software licenses, updates, and proprietary upgrades. This exclusivity is authorized under federal regulations that permit sole-source procurement when only one responsible source is capable of fulfilling the agency’s needs. The maintenance contract is critical to maintaining operational continuity, as the use of alternative maintenance providers could lead to incompatibility issues that might necessitate replacing currently serviceable equipment, potentially disrupting mission-critical objectives. The procurement process excludes a formal request for quotations, and all inquiries related to this procurement were required by a specified deadline. The contract is managed under the Department of Homeland Security’s National Continuity Section and administered by contracting officer Matthew A. Raible.
