TELECOMMUNICATIONS SERVICE

NASA's GSFC/WFF plans to issue a modification to extend the period of performance on General Services Administration (GSA) Government-Wide Acquisition Contract (GWAC) GS11TD8BJD6002 (Washington Interagency Telecommunications System-WITS 3) Order NNG12AT35D with Level 3 Communications (Level 3) for Wallops Telecommunication Services. This modification will extend Order NNG12AT35D of 5 years by (1) one year base and (3) six months options thereby extending the Wallops Telecommunications Services between the existing Level 3 Order NNG12AT35D expiring 11/20/17 and the subsequent GSA EIS Telecommunications Services Contract to be phased in no later than the May 2020 timeframe. NASA/GSFC WFF intends to issue the modification on a noncompetitive basis to Level 3 in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Level 3 provides continuity of operations between each of the three GSFC sites (Greenbelt, WFF and GISS) allowing each site to serve as a backup to the other sites in the event of a service failure. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m., Eastern Standard Time, on 10/13/2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
